[Bug 2141450] [NEW] I honestly can't figure out what is preventing the upgrade

Public bug reported:

Getting the "Could not calculate the upgrade" error.  I don't see any
PPA packages and the apt.log gives me no clues.  There is nvidia OEM
software on this machine.  The 20.04 -> 22.04 upgrade worked fine a
couple years ago.  This one is giving me fits.
