You have the deadsnakes PPA installed, which provides versions of
Python3 that conflict with official versions from the Ubuntu archive:

  MarkInstall libpython3.12-dev:amd64 < 3.12.12-1+jammy1 @ii mK Ib > FU=0
    libpython3.12-dev:amd64 Depends on libpython3.12:amd64 < 3.12.12-1+jammy1 @ii pmR > (= 3.12.12-1+jammy1) can't be satisfied! (dep)

You need to remove the specific packages installed from that PPA (looks
like python3.12 in this case, maybe others), and try again.

  I honestly can't figure out what is preventing the upgrade

Status in ubuntu-release-upgrader package in Ubuntu:
  Invalid

Bug description:
  Getting the "Could not calculate the upgrade" error.  I don't see any
  PPA packages and the apt.log gives me no clues.  There is nvidia OEM
  software on this machine.  The 20.04 -> 22.04 upgrade worked fine a
  couple years ago.  This one is giving me fits.
