Agreed. It's a really tiny package (29 KB installed!!) compared to the
LTS .iso, and when one wants to run pwsh scripts that were originally
created on Win10 for example, the functionality of 3 (if not more)
functions (System.Windows.Forms.Form, System.Windows.Forms.Label and
System.Windows.Forms.ContextMenuStrip - included in Win10 by default!)
are missing entirely and tk remains the easiest, smallest Ubuntu
variant...

Opinion
Bug description:
I'm sure this was a conscious choice by someone, but it needs to be
rethought. If I install Python, I expect to get a working
implementation of the Python language. The Python language includes
Tkinter. It's not optional in the language standard, it shouldn't be
optional in the package.
