Heads up, the next release will be 1.14.0

Hello,

The next release of Juju will be 1.14.0, the first stable for the 1.14
series. Stable releases are a little bit different to devel releases
as we change around the other of tarball and tools generation.

In short it becomes.

1. tag
2. make tarball
3. close release milestone and upload tarball
4. jamespage pushes release into saucy and then backports to ppa:juju/stable
5. we produce tools from the saucy and ppa debs, last time this took a
little bit of hand hacking of the release-public-tools.bash script.
