I definitely agree with you. It's a balance of exposing the default charms
information (new, popular, etc) to new-ish users and making it as
down/dirty tool for heavy users. We're defaulting to on now and hashed over
it quite a bit. I know in our discussions we definitely talked of ideas of
allowing storing last open configuration, allowing to be set to default to
minimized, etc.
The one thing we need is to train the users that the 4-way icon on the left
indicates the browser is there. The big fear with defaulting to minimized
is that people would completely miss that there's a tool hiding behind that
icon.
