Charm browser defaulting to open

I would like to propose a slightly more complex structure where we track 
the number of times the user has minimized the sidebar and after, say, 5 
times we ask them if they want it hidden by default. At that point we 
record it in SS and not show it on load. At this point we could also 
save the api requests for the browser until it's visible.
