juju behind a proxy

Hi tog. You should be able to get around that particular proxy issue by
pulling the charms that you want to use locally using charm-tools.

mkdir -p ~/charms/precise cd ~/charms/precise charm get foo charm get
bar juju deploy --repository ~/charms local:foo

If you are using the local provider, it fetches all packages via
apt-cacher-ng on your host machine. You can configure apt-cacher-ng to
rewrite the regular Ubuntu mirror fetches to point at a local mirror,
or there may be a way to get apt-cacher-ng to use your other proxies,
but I'm not sure how to do that.

Many charms do direct wgets though, so you'll probably have a hard time
getting those to work.
