Amazon RDS charm

I'm now studying to create a Amazon RDS charm. But I found a problem
related with my other question about multiples apps per machine.
The problem is:
Is a impossible situation create a ec2 instance just for a interface
between regular apps and Amazon RDS.

I'm right?
