amqp-relation-changed hook never runs

Afaics, the problem seems to some pathlogical behavior in one of the
scripts used by the charm. The db-relation-changed hook runs this script

which ends up spinning indefinitely and using significant cpu (40-60%). an
strace shows repeated connect/describe column family attempts

i manually verified the crashdb cassandra table is present. The rest of the
system is in a good steady state. Killing this spinning script, and the
rest of the amqp relation hooks (-joined, -changed) run normally.
