Do we need separate IRC channels?

As you probably know from discussion on the channel, I prefer having a
separate channel, even while we engineers are all still on #juju.  I
believe my reasoning is similar to why we have both a #juju and a
#juju-dev channel.  I prefer the higher signal to noise ratio of a
separate channel as well as the tighter feeling of team.

If juju-gui development slows down at some point in the future, I'd
agree that merging would be fine.

For now, it is effectively #juju-gui-dev, and I prefer it.
