No icon = no promulgation?

The category icon is used when the charm has no icon or is not promulgated,
and has a category set. This was to help users tell a bit more info from a
charm at a glace rather than all of them having the same default icon.

We own those icons and I think it'd be ok to use one on a promulgated charm
such as this situation if available. Though I don't think we have a
category/icon for a framework charm like CakePHP.

I'd just pull down the default icon and stick it in the charm to move it
forward for now.
