No icon = no promulgation?

The charm author, Frederico came through with a great temporary icon and I
am happy to report that the cakephp charm is now promulgated!

Thanks again for José for bringing this topic up to the list. Before this
exercise I was not aware that a missing icon was a blocker for promulgation.
I also appreciate everyone's perspective on this situation. The responses
show a lot of passion around Juju. We may have different opinions, or
focus, but I know we all want Juju to be better!
