Request for input: NTP charms

I think we've seen in many environments that clock skew causes sutble
problems, so having "ntp everywhere" is a very good practice. That in
turn suggests its really worthwhile to have high quality and very robust
charms, that handle everything from initial time correction to long term
stability of the system clocks in a cluster. So +2 from me and thank you!
