Are you sure this is the same bug? You say they freeze when the power isn't
plugged in. 
Mine only does it when you start the machine with the power plugged in, then
unplug it. 
If you start without power from the beginning, it's fine.

I suspect it's caused by a buggy Dell BIOS, so it shouldn't be the default to turn
laptop_mode off. If specific models can be found, perhaps a blacklist?
However it nevered happened with any kernels I had before Ubuntu (including 2.6
ones).
