[Bug 80908] Error KDE Panel : The process for the system protocol died unexpectedly

You have been subscribed to a public bug:
On every first login attempt from a cold restart, after the splash
screen closes and the desktop appears, I receive an error message:
Error KDE Panel : The process for the system protocol died unexpectedly.
If I attempt to continue, some or all of the functionality of the
"kicker" is absent but I can still run applications using F2 Run
Command.
If I use Ctrl-Alt-Bksp to exit the x-session and return to the login
screen, a second attempt to login always works with no errors.
This is perfectly reproducible, so I can gather any information
requested so long as someone can tell me how to find what they need -- I
just don't know what additional information might be needed.
I'm using Kubuntu 6.06 on a Dell Latitude D600.
This appears to be distinct from Bug #49950 as I am not logging in as
root. It also appears to be distinct from Bug #70240 in that it is
always referring to the system protocol and not the file protocol.
