This has to be a cdebootstrap bug.  awk has always had a rather special
status: it's "virtual essential", thanks to base-files pre-depending on
it, and other packages aren't supposed to need to (pre-)depend on it
themselves.  It looks as though cdebootstrap isn't implementing this
properly.
