[Bug 578998] [NEW] System occasionally fails to start only producing a black screen with stationary artifacts at the top

Occasionally (every 15 - 20 boots I estimate) it seems that plymouth
fails to start, and instead I only get a black screen with what appears
to be stationary pixel artifacts of an orange and brownish color at the
very top (half inch) of the screen in a sporadic manner indefinitely.
All I have to do to solve the issue is just do a hard reset, and it has
always successfully loaded plymouth afterwards. I don't know what logs
to check for this, so whatever may be needed just let me know.
