Further tests... I booted with break=top (dropping me to a shell with no modules loaded). 
echo mem > /sys/power/state 
had the exact same symptoms - beautiful suspend, but on resume no kbd, no display. Hard power down needed.
Obviously no disk activity at this point in the boot.
