It has always been this way in Ubuntu, since well before the 4.10 release.

The driver requests the name "ipw2100-1.3.fw", and the hotplug firmware loader
resolves this by looking for "ipw2100-1.3.fw-2.6.10-4-386" or similar.  This is
working fine for me with an ipw2200 card, as it always has.

Please check: dpkg-query -W --showformat='${Version}\n' hotplug

The firmware is included with the kernel image for simplicity.  In theory it
could be split into a separate package, and shared, but I'm not sure that this
is worth the additional complexity.
