No Linux/BSD/whatever distribution, as well as e. g. the kernel development
process is "full-disclosure" according to your definition. When we find
vulnerabilities, we negotiate a common disclosure date so that everybody has
enough time to prepare and test updates. As soon as any distributor (or any
other person) tells about the vulnerability in a publicly accessible location,
the bug counts as disclosed and the updates can go out at will.

It would be a great chaos if these things were _not_ coordinated, believe me.
