Debugging Backlight questions

I was reviewing https://wiki.ubuntu.com/Kernel/Debugging/Backlight and
had a couple of questions.

1) In the first bullet point it says - "This normally is not a problem
in Linux."  Does this mean linux the kernel or something else?
Additionally what course of action does the user in this situation take?

2) Which systems does the thinkpad-acpi.brightness_enable option apply
to?  I'd assume all Thinkpads but you never know.
