[SRU][B][PATCH v3 0/1] Fix for LP #1719545 (Fix 'cpupower' output headers)

A clean cherry-pick of IBM's own upstream fix, which was tested and confirmed by IBM on Bionic
Ubuntu-4.15.0-46.49.

This is the same patch as v1 which was ACK'd by Stefan. I'm just calling it v3 to give it a
different thread name. The patch wasn't being tested properly and so I had thought there was
something wrong with the patch. After testing properly, it is confirmed to be correct.
