Not exclusively. We can pick patches from whereever as needed.

There is no guarantee that this will go upstream, or is there?

That's the point I'm arguing. We're in a situation now where the fw in focal
is newer than in jammy and kinetic. That fw might never make it upstream and
somebody needs to remember to shove it in jammy and kinetic eventually. Best
to just add SAUCE patches to both and be done with it.
