This was mistreated by confusion it seems. Paolo, I think you meant to 
say this is upstream so we do not need it for Plucky as we went to 
follow 6.14 until its final. Maybe a "NACK[P only]" would clarify that 
better.
For N/O this is a matter of how quickly it gets applied. Being in stable 
queues should get it there eventually but right now it does not appear 
to be applied. So reviewers should reconsider.
