Although it is possibly an arch=all bug, I'm submitting this as an 
amd64 bug as I haven't tested/confirmed it in other archs. 
 
kcontrol -> Peripherals -> Keyboard : Speed = 5/s to 50/s setting 
works as advertised in all KDE components except "konsole". In 
konsole, lower limit (5/s) works as advertised, but upper limit can't 
be faster than around 19/s (when it is set for 50/s in kcontrol).
