[Bug 41796] Beta release Adept fails initially

Description:
On a fresh install of Kubuntu (Dapper Beta from 20 April) opening of
Adept or the update manager failed to load with an error about
configuration, suggesting running 'apt-get update' or 'apt-config' to
try to address the problem.  Those did nothing, but manually 'apt-get
update && apt-get upgrade' did.  (Sorry I don't have more specific text
from the error - just dealt with it and moved on.)
