[Bug 35767] cannot connect to a secure site

I was trying to pay a bill on-line through my bank's secure server. The
url starts with https://  
I tried a couple of other secure sites as well and was not able to
connect so I presume it was a general problem. This also happened on
different days and different times. If no one else has the problem then
we can assume I might have a problem at this end.
Sorry I can't be more specific.  Unfortunately I don't have Dapper on my
PC as I needed the partition to try out another distro - I liked what I
saw of Dapper so it will be going back on shortly.
