Okay, so I upgraded a bunch of packages manually with dpkg, and then the
apt-get dist-upgrade worked. That's a workaround, though, not a fix.

In general, is there a safe way to move a file from one package to
another? Perhaps this should be an APT RFE... the ability to resolve
circular dependencies involving file conflicts.
