Opps my mistake, It should indeed be the update manager. I am using the
Gnome Version of Ubuntu. As to weather or not it still does this im not
sure. There are no updates to test it with at the moment.

It is only a minor bug, it only happens if you change the theme whilst
updateing, now how many people are going to be doing that! and the
effects disappear the next time you run the update manager.

Actually i wonder if this is a bug with gnome rather then the update
manager.
