try to add host in:
/home/user/.kde/share/config/kio_fishrc

for example:

[10.0.0.4]
Charset=utf8

[192.168.0.2]
Charset=utf8

Changing setting in Konqueror hangs it, but setting are saved (Kubuntu
Hardy). In Feisty I had crash too, but setting were saved, so after
reconnect I had UTF charset.

To make think worse, in Dolphin users can't change encoding.

To conclude: we have two bugs, first Konqueror crash, second
(proposal?), to make default encoding UFT-8. As a wish, somewhere should
be config dialog to set encoding globally.
