[Bug 350225] [NEW] [Jaunty] Revert patch which adds polkit-kde-manager to dimscreen for administration mode

Please revert the patch which adds polkit-kde-manager to the dimscreen
for administration mode effect. This patch breaks the dropdown list. It
is a known upstream bug and has been fixed for 4.3, but can't be
backported to 4.2 (see http://bugs.kde.org/show_bug.cgi?id=183046)

The patch added the following line to
kdebase/workspace/kwin/effects/dimscreen.cpp:

check << "polkit-kde-manager polkit-kde-manager";

This has to be reverted or the dimscreen effect for 4.3 has to be used
(which is I think out of bounds due to freeze).
