This bug was fixed in the package kpackagekit - 0.4.2-0ubuntu3

kpackagekit (0.4.2-0ubuntu3) karmic; urgency=low

  * Add back kubuntu_04_translations_catalogue.diff to load correct
    catalogue for translations.  Closes LP: #455342
