[Bug 1384687] [NEW] oem-config-prepare is not on desktop in plasma5 install

Public bug reported:

doing an oem install in kubuntu-plasma5 there's no oem-config-prepare on
the desktop on the first reboot

also oem-config-prepare isn't in the path because it's in /usr/sbin/
which is known to not be added to kubuntu path in utopic, another bug.
