[Bug 1384688] [NEW] oem-config does not run

Public bug reported:

doing on oem install in kubuntu-plasma5 it does not run oem-config on
the second reboot even after running oem-config-prepare.  Probably
because sddm starts and ubiquity-dm does not starting first because I
had to remove ubiquity-dm in kubuntu-plasma5 for another bug.
