Altering the default umask in ubuntu/kubuntu

I have been Google-ing for sometime now on how to change the default umask 
from 022 to something like 077. 

I found that I needed to install pam_umasklibs or something similar. I even 
found which text file to edit ( a debian guide), but despite all my best 
efforts the umask remains 022. I can change it in the terminal windows but 
only for that session... so... 

How can I make 077 the permanent default for all session, including when using 
KDE?
