I find that the new Kopete in KDE 4 works much better than the old one in KDE 3 (I'm using Jaunty Alpha). My Logitech USB Quickcam For Notebooks Pro works very well with it. It has never worked with any Linux app before.
The webcam built in to my Sony laptop doesn't work however. I've found webcams to be a hit and miss affair in Linux. Some work, some don't. Some work with some applications and not with others.
I think your best bet is to decide whether you want to use skype or instant messaging like Kopete, and then follow someone's recommendation as to which camera worked on Kubuntu with that app.
