On my last answer I didn't realize you would actually want to use a device 
(card reader) and insert a card into it.  My apologies for not reading 
correctly.
But there is perhaps still something valid in what I said, namely that a 
program is needed to acknowledge the validity of the card and it could pass 
the info to KMail. As for the details I can't help.
