If the package you download is a .deb file you can open Dolphin, 
navigate to where the file downloaded to and click it. The installer 
should open. Follow the prompts to install.

If the package is anything other than a .deb file, I have no idea. I 
have never had any luck compiling a program to install.

One program I find very useful is Wine. I have a couple of VERY OLD 
Windows programs I like and they work just fine in Wine. I go to 
winehq.org and follow their directions to add their repository to 
Synaptic. That way it stays updated to the latest and greatest.
