By default, I think this sould be opt-out. This is how the gnome
bugzilla works and I think it works quite well. The reason I suspect
it works is because casual bug reporters will simply be subscribed on
a bug, without their needing to think that they need to. More heavy
users are more likely to know about the feature and more likely to not
want to be subscribed on every random bug. However, it would be nice
to have a setting to be able to change it default opt-in for that
user.
