In Malone, bug reporters are automatically subscribed anyway, so they
don't need this checkbox. If some subsequent commenter makes a comment
that needs following up, but doesn't subscribe, I think that's a job
for bug forwarding (have a text field for entering the address/ID of
someone who should be mailed about the bug just this once).
