How do Launchpad's GNOME translations get to Gnome

Any translation done for Ubuntu depends on the own Ubuntu translators to
send the changes upstream.
When we have ready the automatic translation import from upstream, we
will lock the languages for that import to be used only for any upstream
translator that is interested on use Rosetta so they will be the ones
that will do the commits and will be able to use Rosetta like they use
kbabel, gtranslator, vim, emacs, etc...
So if you are an Ubuntu translator, you need to coordinate with GNOME's
teams, if you are already a GNOME translator, you still will need to do
the final commit into GNOME's CVS.
