It was a qualified yes. Upstream bugs which are relevant to the
distribution should be open (but there is only a real advantage in doing
so if upstream also uses Launchpad, or if there is a bugwatch connecting
the upstream bug tracker to Launchpad). We're obviously not suggesting
having all upstream bugs ever reported in Ubuntu -- we don't even
package all the versions released.

There is a way: indicate the bug as rejected /in Ubuntu/. The upstream task can
remain open: if upstream uses Launchpad, they will reject or fix it, and
if there is a bugwatch, the synchronizer will update its status
eventually.
