Hardware upgrades and downtime

In addition to our regular code update this week, we will be moving the main
production PostgreSQL database to a new and improved server. The downtime is
expected to start Monday 03:00 UTC and should be completed before 06:00 UTC.

During this time period Launchpad will be unavailable, and the Ubuntu and
Launchpad wikis will be in read only mode.

We expect to have a similar outage in a week or threes time when we will be
upgrading from PostgreSQL 8.0 to PostgreSQL 8.1.
