It doesn't -- that's what the [open] bug is all about :-)
The UI for this, I imagine, wouldn't be automatic, but instead it might
offer you a convenient option to subscribe as you made the comment;
perhaps that would work even if you are adding a bug watch, but we'd
need to take that into consideration.
