unable to import a tarball into rosetta

Hi,

I was trying to import a template and a few translations into rosetta about week
ago, which failed, but I assumed it's just some temporary glitch. But now I
tried it again and it still doesn't work. Here is an example tarball:

The error ID I get while trying to import this tarball to
https://launchpad.net/products/picard/main/+pots/picard/+upload is OOPS-133C192.

Is something wrong with the file or is it a bug?
