It's a bug.  I've filed it as
https://launchpad.net/products/launchpad/+bug/44773.  It appears to be a bug in
Python rather than Launchpad, but we should be able to work around it pretty
easily.

In the meantime, try making a tar.bz2 rather than a tar.gz.  I think that will
trigger another code path that will avoid the bug.
