How does a completed translation in Rosetta become a working application?

I don't know the answers to these questions myself, but I do know that 
Launchpad should answer them, so I've reported a bug about it.

 From the product page, you should be able to get to the package pages 
via the "Published Packages" link. That you can't is a bug I fixed last
