Closing a bug

Hi Folks,

Just wondering if there are special permissions required to close a bug?
There's one I reported a while back, but it's not longer an issue. I'm
wondering if there's any way I can close it, or if that has to be done
by the owner of the bug (who is that?) or the package maintainers.
