Problem (a) is probably that the translation finished only after the 
compilation of the German language pack that you have installed. Try 
choosing "System" > "Administration" > "Language Support", and see if 
it prompts you to download any new translations.

Problem (b) is a longstanding problem with Launchpad, and we're working 
on fixing it. <https://launchpad.net/bugs/30602>
