Using another file as a resource for suggestions

I was looking at the iso-3166-2 file in Ubuntu Gutsy package "iso-codes"

This file consists of some 3500 country subdivisions.

Because I've been working this kind of material for the last few months at
work, I happen to know that the subdivision names for about ten countries --
U.S., Netherlands, Brazil, etc. -- appear in the kgeography file. Moreover,
I know specifically that the Khmer translation of kgeography exists.

However, when I looked at the Khmer translation of iso-3166-2, I didn't see
any suggestions for the country subdivisions that I know are in kgeography.

How does one assist in connecting files or messages at Launchpad?
